He brought with him experience working in Customs and Excise as well as having been a reserve soldier in the Parachute Regiment.\r\n\r\nServing for 27 years across London BJ worked in a variety of roles. As a response officer and then on the Territorial Support Group in North London, where he gained his first promotion to Sergeant in 1996. He subsequently worked through the ranks to Area Commander for North West London in October 2014.\r\n\r\nWith a firm base in operational policing, he led the Tottenham High Road and the Broad water Farm Estate team. He then proceeded to become Chief Inspector in Operations at Paddington Green. He held responsibility for the Secure Counter Terrorist Custody suite, oversaw the implementation of Safer Neighbourhood Teams and oversaw the policing of Millwall Football Club whilst serving as Superintendent in charge of Crime and Operations in Lewisham. Finally, as the Borough Commander for Camden he was able to work closely with communities, policing a diverse and complex part of the capital.\r\n\r\nFrom the onset BJ had an interest in the policing of public order and during his time at the Metropolitan Police Service, he gained the position of Commander Public Order for London. He led many high-profile policing operations at every rank including Notting Hill Carnival, large scale protests, football matches and crime operations. In the summer of 2012, BJ worked as one of the Silver Commanders for the London Olympics and was also one of the National Counter Terrorism Commanders.\r\n\r\nHaving been seconded as Deputy Chief Constable to Essex in 2017, BJ took over as Chief Constable on 4th October 2018. BJ leads one of the largest non-metropolitan forces with over five and a half thousand officers, staff, and volunteers, within a force that comprises of many diverse challenges for modern policing. These include an extensive coastline with the major seaside town of Southend on Sea as well as international maritime ports in Thurrock and Tendring as well and Britain’s fourth busiest international airport. There is the significant garrison town in Colchester, a vast rural community, and many urban areas. Combined with the intricacies of bordering London, performing the role of Chief Constable of Essex Police is a complex and challenging role.\r\n\r\nBJ has utilised his experiences gained whilst serving in the Metropolitan Police Service to great effect and has worked tirelessly on building community confidence within Essex. He has also sought to strengthen and develop multi-agency partnerships across a range of issues seeking to help the community, keep them safe and of course, catch criminals.\r\n\r\nOverseeing the vast growth in the number of officer’s, staff and volunteers serving the Essex Community in recent years he has also been pivotal in supporting the modernisation of the forces IT capability to ensure a force that is skilled, equipped and enabled for the 21st Century.\r\n\r\nHe continues to lead, endorse, and enhance the Diversity, Equality, and Inclusion Strategy within Essex Police, which is reflected in the widely accoladed “We Value Difference“ Recruitment Campaign and gained a positive peer review by the College of Policing. As the Chief Officer lead and ally for the LGBTQ+ forum he is able to further support inclusivity\r\n\r\nHaving built a strong and capable command team BJ has ensured Essex Police has been able to deal effectively with a number of significant events such as the impact of the coronavirus pandemic as well as the tragic death of 39 migrants in a container lorry in Essex. The latter resulting in conviction and imprisonment of seven people for a total of over 92 years.\r\n\r\nAs the Chair of the Local Resilience Forum BJ coordinates collaborative working within the emergency planning arena across Southend, Essex, and Thurrock. He is also the Police National Lead for Public Order and Public Safety (NPOPS) which has recently found him as a member of the panel for the Joint Committee of Human Rights. In 2006 she was supported by local Rotary Clubs to spend time in South Africa and Lesotho learning about cultural differences and diversity in policing.\r\n\r\nRachel was promoted to Inspector in 2006 as the Staff officer to the Chief Constable and was then Inspector at Tilbury in 2007.\r\n\r\nIn late 2008 Rachel was promoted to Chief Inspector and spent six very enjoyable years at that rank taking up roles as District Commander at Thurrock, Basildon and lead for Roads Policing and the Dog section.    \r\n\r\nAs Criminal Justice Command Superintendent between 2014 to 2016, Rachel developed wider partnership working and change management skills.\r\n\r\nIn 2016 Rachel was promoted to Operational Policing Command as Chief Superintendent where she led various high-profile operations, including the first visit of the US President to the UK.  During this period Rachel helped to develop the Seven Force firearms training collaboration and led regional Roads Policing coordination as well as UAV training and operational initiatives with Essex Fire and Rescue.\r\n\r\nBetween September 2018 and January 2020 Rachel was seconded to the National Police Coordination Centre (NPoCC) where she coordinated the operational policing response to Brexit preparations on behalf of NPCC leads, as well as developing the role of NPoCC to better support UK policing.\r\n\r\nRachel completed the Strategic Command Course in 2020, passing with distinction, before being successful in her application as Assistant Chief Constable (Local Policing and Crime & Public Protection) in April 2020. An email address attributable to PC ALLEN was used to facilitate this.","2023-01-28T16:43:33.000Z","Jailed",{"id":100,"urn_id":101,"force_id":4,"station_id":12,"position_old":12,"position_id":80,"position_abbr":81,"title":102,"first_name":103,"middle_name":12,"last_name":104,"race":12,"user_id":12,"record_id":12,"status":12,"date_of_birth":12,"dob_year":12,"dob_month":12,"dob_day":12,"image":105,"description":106,"city_id":12,"source":86,"need_correction":41,"county_id":12,"country_id":43,"website":12,"is_claimed":87,"created_at":12,"updated_at":107,"facebook":12,"twitter":12,"linkedin":12,"youtube":108,"item_average_rating":12,"collar_number":12,"phone":12,"age":12,"annual_salary":12,"email":12,"gender":12,"hired_day":12,"hired_month":12,"hired_year":12,"hired_date":12,"hourly_rate":12,"job_status":98,"compid":12,"populargoogledq":12},"497","49716","Charlie  Thompson","Charlie","Thompson","echo@openrapport.org_2023-01-28-63d4e5f546ba1.png","his is the shocking moment a police officer assaulted a man who’d been detained by colleagues and was sat on the ground in handcuffs.\n\nPC Charlie Thompson, 25, attacked the man after learning he was suspected of assaulting another officer.\n\nThe officer, who serves with Essex Police, forced the man’s head to the ground and struck him to the side of the head, despite his protests that he wasn’t resisting arrest.\n\nPC Thompson was deemed to have used unnecessary force and was found guilty of assault by beating following a two-day trial at Chelmsford Magistrates’ Court.\n\nThe court heard how he’d responded to a report from colleagues who’d detained a man on suspicion of assaulting an officer on the A127, in Basildon, Essex, after being stopped for a suspected driving offence.\n\nNo charges were brought against the man following the incident, on January 19, 2022.\n\nBody-worn video, played in court, showed how the man was seated on the ground with his hands in handcuffs behind him when PC Thompson arrived.\n\nPC Thompson asks the man’s name before learning from a colleague that he’s suspected of an assaulting a colleague.\n\nHe then pushes the man’s head to the ground and says, “Have you just assaulted an officer?” before elbowing him in the side of the head, despite the man’s protests that he’s not resisting police.\n\nPC Thompson continues: “I’m not having f****** having any of this bullshit.\n\n“Stop f****** about.\n\n“Lie on the f****** ground.”\n\nThe man’s legs were strapped by another officer and he was sat upright again, but PC Thompson pushed him to the ground a second time.\n\nNone of the seven other officers who appear in the minute-long video appear to challenge his actions.\n\nDelivering the guilty verdict, district judge Christopher Williams noted police officers do not have a license to act aggressively.\n\nHe said he did not accept that the man posed any threat to PC Thompson or that the officer honestly believed that he did.\n\nThe judge added that he struggled to see the necessity for any of the force used and he described the second time the man was pushed to the ground as embarrassing, demeaning and a total abuse of position.\n\nPC Thompson was sentenced to 12 weeks imprisonment, suspended for one year, and ordered to carry out 100 hours unpaid work.\n\nHis conviction followed an investigation by the Independent Office for Police Conduct (IOPC).\n\nIOPC regional director Graham Beesley said: “Police officers may only use force when it is necessary, proportionate, and reasonable in the circumstances. There was no justification for PC Thompson to use force against the man, who was not resisting in any way and posed no genuine risk to PC Thompson or his colleagues. His actions brought great distress to the man and he has rightly been held to account.”\n\nThe investigation found the officer, who has been removed from normal duties, has a case to answer for gross misconduct and he’ll now face a misconduct hearing.\n\nA spokesperson for Essex Police said: “We are aware of the conviction of an Essex Police officer in connection with an assault investigation carried out by the Independent Office for Police Conduct (IOPC) in Basildon.\n\n“Officers had been called to the area after reports of a colleague being assaulted on 19 January 2022.\n\n“As soon as we became aware of the problem, we made a referral to the IOPC and the officer has not since been on normal duties, interacting with the public face to face.\n\n“We police with the consent of the public and officers are trained in using force when dealing with incidents and making arrests. However, that force must always be proportionate to the threat being posed to them.\n\n“In this case, a court has found that the officer got this interaction wrong, and he has been convicted of assault.\n\n“Appropriately, conduct proceedings will now be progressed.”\n\nThe force said no other officers were facing any disciplinary proceedings in connection with the incident.\n\nAn IOPC spokesperson added: “We assessed whether there was any indication that any of the other officers present may have breached police standards of professional behavior.
